j19 engine lack of power

i have brought a series 3 ex military long wheel base that i am told is fitted ith a j19 engine it seems to lack power, it goes down the field ok but no up can anyone help.:confused:
 
Lack of power; white smoke - sounds like it could be the turbo overspeeding; but this is not necessarilly the cause of your problem. The turbo will be caused to overspeed due to other conditions within the engine. I would start with checking the air filters and the connecting pipework to the compressor end of the turbo (shiny end for those who don't know). Make sure the pipework is connected properly and that there are no holes in the pipework.
 
i have fitted a 200tdi in my series 3 lwb at the moment i have no cooling fan, will i need to fit a fan electric or other, some people say i will not need one.
