I hate electrics!

Hi all, looking for some ideas on a couple of problems I am suffering with my 300tdi 110. Firstly when I use my wipers they come on, no problem but they won't go off unless I turn off the ignition and then switch on again. As you can see this is very inconvenient when on the road! I fitted a new relay but this has made no difference so what else do I need to look at?
Secondly my de-mister fan is not operating, I have power to the switch and the fuse gets hot but the fan does not run. I know these fans are not exactly turbo charged but they are better than no fan at all (just). I am thinking maybe the fan motor is seized up but maybe somebody can suggest something else before I go to the trouble of taking my matrix out to access the fan motor. Thanks all, redpop.

The wiper problem sounds like the switch on the stalk is playing up. and the fan does sound like it's seized.
