FWIW the viscous fan does spin when the engine's idling, but if you're brave/stupid enough, you can gently introduce a bit of wood/finger/hand to see if it stops turning ;)

EDIT - a previous poster said if the viscous unit is broken then the fan locks and overcools (fixed to engine speed). For my information, would this mean that the fan would be spinning faster at idle? Thanks.

It can fail in either way. Mine just freewheeled all the time.
