It's galvanic corrosion cause by dissimilar metals, Ali skin and steel frame.

The only way to prevent it is to isolate them from each other with a barrier like rubber strips or silicon which means pulling stuff apart.

Water accelerates the process so keeping the inside dry helps

It looks as though there is nothing insulating the skin from the frame ... that's what they use chequer plate for, covering up holes!
However, before doing anything I'd be inclined to take the door cards off (if you have any) and see how much of your framework is left!
The chances are that the bottom rail will be rotted away, along with the front bit, and you can see how much is left of the skin
You then have a choice of repairing the frames and/or re-skinning, or replacing the door.
Second option is, do you know anyone that is absolutely ****-hot with TIG, as the soft holes could be built up in a long, laborious (expensive!) process.
