Help please 200tdi heater munching 10amp fuses

As the def heater is so pathetic, throwing the grommet and leaving the hole will cause a reduction in air flow, I could of course be talking bollacks!
 
Also it's there to act as a valve if you go wading. Bearing that in mind the one in your photo is tatered.
