Help needed on Landrover 1966 series II

Hi all, I really hope someone can help??
My b/f has the above landrover with a 2.25 diesel engine. We are currently unable to get it through its test as it smoke far too much (even for a visual!)
We have done the following, new pistons, rings, valves, injectors, pumps been reconditioned, still smokes like hell ! Doesn't use oil or water, well no more than an old vehicle should, generally uses a pint of oil every 1500 miles (over a year)
However since having the pump recon, it now won't start at all!?!?
It's driving us mad
Any ideas where to from here as when it runs fantastic, but just bloody smokes too much for its test.......HELP PLEASE
 
Its not a hard job on the diesel but a bit time consuming. Easily done by a DIYer.

The chain is timed first via a step by step process then fine tuned by rotating the fuel pump.
 
Thankyou so much, it all makes total sense as when we had the pump done, they commented on how advanced it was, which will make sense if it has been adjusted to work with the timing. Thankyou again, you have been really helpful
