OK, been under this morning and the handbrake cable and the lever that goes into the drum are both free. The handbrake is still stuck on but not quite as much?!?
I think it might be the pistons sticking in the expander thingy. Looks like I'll just have to slacken the adjuster off and fix it proper the weekend.
I might try a bash with the hammer once the neighbours are up!

Yipee!
Whack with the Thor multi-tool did the trick. Will still have to strip it down the weekend though.
