Heavy clutch in Ninety

Is it the spring squeaking, or the bushes in the pedal box?
If the latter, a few drops of oil, applied from above with an oil can, will stop the squeak, and may make the pedal fractionally easier as well.
No I'm joking, it's well geased up. But it is the old type clutch pedal.
 
Later pedal with the over-centre spring is the simplest answer.

You’ll need the later 300Tdi-onwards pedal and pedal box, but they’re readily available. I swapped mine (1992 200Tdi) years ago, over time I wore that pedal box out and recently swapped in a whole brand new assembly.

Result is a beautifully smooth and - most importantly - consistent clutch pedal, compared to what had become a horrible jerky motion before. Nice and light too, but if you’re after an even lighter pedal then as noted above you can buy aftermarket over-centre springs which help further.
