headlight wiring update

side lights were really brightso i took off the lens cover and the bulb was a tad hot so i took it out and asked my mate rob why he put 21 watts in instead of 5 watt bulbs........sussed
next problem.........
dipped and full are not brilliant but bear in mind we have not tested them at night as the cars at work...they are wipac halogen units so i took them out and tried the units directly wired to the battery and they are the same so no problem with the wiring....are these units ok or is they better ones to put in please

They're normally very good. Are they on relays or the old wiring? If it's the old wiring, bad earths, voltage drop etc, that'll be the problem.
