Handbrake problems, advice needed please

hi guys,

my 2003 TD4 landy wont hold very well on the hills and the brake lever goes up way to far, do you think it just needs the lever adjusting or do you think it would be the shoes as well??
 
Will probably need the shoes doing. The handbrake in thoery will go to 90 degrees, so if it still isn't holding in it's highest position then it's time for the shoes to be replaced.
 
Would adjust the handbrake first, easy job just pull the rear ashtray and lighter out, off the consol, pull from the bottom as its clipped in at the top then disconect the electrical plug.
You will then see the adjuster.
