Hand brake adjustment

I cannot for the life of me get the new cable to operate properly the slack does not take up/ cannot get it to tension ! I know I am missing something so simple. Any ideas explained in depth gratefully appreciated

I have the correct cable but for some reason that was fully adjusted and only barely manages to work as intended i.e 3 clicks.
The bracket on the seat box on mine has been fiddled with before so not sure what is original

Did you use any tricks that could help with this as cable is correct and once measured against old one it was 2 inches shorter that much it had stretched by but still just worked! I must be missing something
