Anyone suggest what to do with the rear cross member, the surface (rear) paint is fading with a light film of rust coming through.

I know i can repaint it, but im assuming its also decaying on the inside which is a git to get into, so is it a waxoyl job, water repellant etc or are there other options?

You can waxoyl on top of rust all you like but its not going to solve much.

Get a wire brush and a hammer to it and see how bad the rust is. It might just be surface rust in which case clean it back to metal then rust proof it with whatever you like.
 
As above clean paint outside dont waste your money on waxiol I've blasted many a box section chassis and they rot from inside out not much you can do apart from patch or replace sections .
