Glow plug error

Now I have been getting this error:
GLOW PLUG (HEATERS) FAULT, INVALID VALUE, FAULT LOGGED, INTERMITTENT
(RPM = 7, WATER TEMP = 97)
OCCURANCES = 13.
Does that necessarily mean that the glow plugs need replacing?
