Freelander 98 2.0 diesel diagnostic?

have read that 98 and 99 model diesels are not obd compliant or something and need a hawkeye... they are pricey but I am going to get one- is there any particular one/model or something I need? and if it is my ecu, will it pick that up?
 
also if are curious about my troubles and symptoms- I have previously put up a thread on here called '98 Land rover Freelander 2.0 diesel engine light on, blowing blue smoke when cold'...
