Freelander 2001 TD4 Wiper problems

I have a wiper problem which just started last week. The wipers will not work when the engine is running. However, if I stop the engine and just turn the ignition on (dash lights visible etc.) then all wiper functions behave normally. As soon as the engine is started, the wipers just stop in whatever position they happened to be. How odd ?
