Freelander 1 td4 low rev power issue

Would be grateful for any comment regarding a low rev power issue on an 84000mi freelander 1 td4 2005.
When cold it suddenly developed recently a reluctance to pull away below 1500/1600 rpm. Above that it pulls away well, maybe as turbo cuts in? Problem much less noticeable when engine is warm - this has to say something but I cannot understand what!

MAF, crankcase breather and small filter on end of turbo pipe at top of engine replaced before this problem started and EGR replaced with a blank after the problem started. The EGR blank improved but has not eliminated the problem (I cannot understand what this means either).
Fuel pressures are ok. No obvious leaks in turbo or air inlet pipes. Have run out of ideas on this one...thanks in advance.
