Fitting valve stem seals

Hi

Could anyone offer their advice for fitting the valve stem seals.

I can't seem to get them to fully seat properly I don't want to damage them but they are really tight to get fully pressed down onto the rim.

put them in a cup of hot water (not boiling)to soften them a bit.and then try.
