The answer to your question is yes, you can use the twin fans to cool the engine but they wont be as effective as a viscous or a proper kenlowe due to the blade design.
You can either wire them up to a separate relay and switch, I did this for an electric fan then routed it through the dash to a second latching rear wiper switch, filed off the switch nub which meant it could slot into any of the holes and used the bottom most one as I have an aftermarket radio so no need for it.
Or you can modify them to come on at start up or on the aircon button by adding an exciter to the current relay from ignition or from the aircon button.
