When compressor is running, diaphragm solenoid valve opens and applies air pressure to the under side of diaphragm to hold it closed so tank can be filled. When compressor stops diaphragm solenoid valve closes and air holding diaphragm shut is vented. So the diaphragm can then act as the exhaust port.

The air that comes out of the exhaust port when compressor stops is the high pressure air that the compressor has been filling the tank with. That is released when the diaphragm valve opens because the are holding it shut has just gone down the little pipe into the loom.
