Unscrew the filter from the end of the compressor. With the compressor running, put your finger over the hole - it should be sucked in with some force.
 
Yes there should be suction, also check that air connot be stopped from coming out of compressor outlet, and that no air comes out of exhaust outlet with pump running. If no suction compressor valves or seal duff. If air can be stopped seal duff. If air coming from exhaust, diaphragm duff. Or diaphragm solenoid valve not closing. Rare.
 
A new seal sometimes doesn't fix it - for example, if the liner is worn. And when I replaced the seal, I never got the compressor working reliably, probably due to an electrical fault - although never tracked it down. Ended up buying a new one from Island 4x4 (much better price than other sources).
