Open driver's door, and allow the pump to run until it shuts off. Then the tank is full. Close all doors, and it should start to rise.

If not search, read & study the 100's of posts about exactly this problem.

Have you disconnected the blue pipe from the compressor and tried to hold your thumb over it, if you can compressor is not making air, did you have the door open st start with this will stop the system trying to rise till the tank is full which can take quite a few mins then when pump stops close door and it should rise.

If no joy have a look in the technical archive, top left of range rover page for the post by the late Wammers:( on the eas system and follow the fault finding checks

tank was full of air and did close door but still no lift in bags at all its as if tank is full but not opening any solenoids to lift it up
thanks for quick reply
