Should this item

Have a bolt going through the big eye "right of the above pic"

I ask as mine doesn't, and it also doesn't seem to show one in the Workshop manual, however Series3 does have a bolt going through this equivalent and in turn through the front outrigger ?

The elongated one, sort of top right?
If so, yes, it is what the sill bolts to.

This picture shows it.

6 years I have owned this one and only just seen there isn't a bolt in either, and hence IMHO not a lot holding the front bulkhead in place.

My Outrigger is behind of the Pillar Post base ?

Yes there should be a bolt there but in your case not much point given all the rot. It is one of the main mounts for the bulkhead doing the same job as on the series.

The photos make it look worse than it is tbh.

You would think an MOT chap would have picked this up on the 5 tests I have had since ownership...
