Dashboard cable routing

Hi,

I've got a 1996 Defender and have been faffing about for a while trying to route some cables to fit spotlights on the roof.
This may be an easy one, but.... from the engine side of the bulkhead I can see some blanked up holes, on one side the cables must go behind the instrument console, on the passenger side they are free and look like I should use them. But how do I access the other side? Before I take the whole dash off, is there an easier way ?
 
I doubt it which is probably why many people route cables up the side of the windscreen pillar and out behind the door seal.

NB the term 'seal' is used here in its loosest sense
 
The easier way is through to where the wiper motor is on the near side,you only have to remove it's cover then feed cables around the end of the dash and up the pillar.

Ergh :(

Ah... was thinking the relays would sit on the dash tray, but maybe better in the engine bay... then cables out the side of the bonnet seals and up the pillars.
