My S11A used to have a lever on the dash which was a throttle that you could set, used with the PTO,. That would do the trick for you, alternatively get a bit of 4X2 cut to the right length wedge it under the steering wheel. you have to have 4X2 as 3X2 is to light and the wrong shape.

There's a kit to add cruise control to the 2.2 tdci.
