Generally only dealers tools in my experience, and only then some. It's not an OBD or EOBD requirement so it's manufacturer specific.
For a post 2005 LR have a look for Mongoose JLR interface which runs on JLR SDD and IDS software. IDS was from their time under Ford, SDD came along after. There are Chinese copies of the Mongoose but the real things aren't too expensive, and you'll be assured they won't corrupt the computers in your treasured car.
