Car locks but light's don't flash

I have a friend who has put her Freelander into a garage to fix a broken rear break light. She was then told that the light fitting needed replaced (a small holder).

She then get the car back and discovers that although the key locks car the lights do not flash as normal.

Any idea's what has happened and do you think it is related to the light repair?
