ive came across this problem once before, but not on a landrover it was on one of our demo tractors, alot bigger scale but the abs system works the same, pressuming the discs are fine? when the pedal kicks back does it fluctuate? what i found was that one on the exciter rings had got a slight split in it, and every know and then when braking it would bring the abs on, but no activate the light, just have a good check off all the exciters for security and condtion also check your abs sensors, if you have or know any one with an oscilloscope, check your sensors for a square wave pattern (hall effect) or have a read on google and you can test them with a volt meter, and you should hopefully find your gremlin :)
hope this helps.

heard about this problem a few times, and had something very similar. every time seems to be a different cause.

Mine turned out to be a duff pump.
also a duff abs ecu can cause it.
And as mentioned the excitor rings and sensers can cause it.

Get it checked out asap as it can lead to catastrophic brake failure.
