Brakes soft TD4?

I have been test driving a 2004 td4 sport but feel the brakes are really soft is this normal?

If you mean there is a lot of travel before they bite,then its usually the rear brake shoes are out of adjustment.
They soon seize up if the maintenance is not kept up,either mechanism or cables.
Compared to some modern cars they are not over assisted either which gives the impression they are weak.
