Looks like a captive nut holder, for holding the floorplate in ? I liked floor mounted dip switch, gave the left foot something to do when driving at night.

I don't know about series 2a landies but some cars from the early 70's had a floor mounted screen washer switch and squeeze bulb thingamygig.

Something else. Looks like 1/4 or 5/16 nut was once in there. What's on the other side?

Nothing on the other side, just a hole like elsewhere along that heel board for the floor plate to secure to..
