Are bullbars always modifications?

Newbie question here - couldn't find the answer after a fair bit of searching.

Below is a picture of the defender I have just bought :)

It's a 1994 90 300Tdi County Hard Top.

Everything seems standard apart from the bullbar on the front. Would this have been an aftermarket fit and thus something I need to declare to the insurance company as a modification?

I wouldn't know whether it is original or not, but declare it anyway. In my own case the various alterations made to my Defender (prior to me buying it) made no difference to premium. I would anticipate they could be worried about 3rd party damage. These days they will look for any excuse to avoid paying out, so why give them an additional loophole?
 
Good advice - I've phoned insurance company and it will cost nothing to add the bull bar as a modification so I've done that.
