Adwords help-anyone know why it's doing this

Set up adwords for our website and am aware of quality and ranking.
I'm aware that as the keywords become more popular=more cost.

Now the odd bit, our website has flown to top of both google maps and normal non adwords section of google search (ie the free bit)

But our adwords advert is either 6-8 down or the next page or so?

Am I right in thinking the adwords creates popularity link to website and is boosting the ranking?

Lastly there are some good rated keywords that we would like to use and have exceeded the minimum required cpc to appear on page-but we get restricted by targeting?
(not a geographical issue as it still selects it if you set target location as uk)

any suggestions as the help bubble is useless?

Whats the point in advertising on adwords when you can submit a site to a directory like dmoz - open source directory and get it for free as this is one of the sources google, ask and the like get there results from ?

Recently sumbitted 4 sites, all of which are within the first 3-5 pages of google results on the choosen subjects. Most important thing is to add as many tags as you can and a good site description when submitting you site to a directory like Dmoz.

The point is our website is paid for by government/google and BT at the moment. (ie 2 years free)
Further to this Google have allocated a sum of money to fund an adwords campaign-therefore it would be silly not to try it.

The adword keyword tool suggests keywords, when you analyse them the help bubble is saying the quality is okay but either the keyword is restricted by settings? wtf it's uk wide or not showing other.:doh:
I suspect the bid amount possibly, but I'd rather target the keywords than raise the bid more than £1.26 per click
There is a helpline number but I suspect it will be bombay

The adwords helplines are UK/Ireland based and you can get through to them without waiting for hours as well!
 
If It won't play-I'll call them.

The keywords are business ones, nothing dodgy
