AARRGGHH!! ABS Headache!

Firstly I'd like to say hello to everyone as I'm new here. Secondly, I have a problem with my ABS that I hope someone can help with.:confused:

The vehicle is a 1990 V8 Range rover vogue SE EFI. The problem is that the brake pedal locks solid and vibrates as if the ABS is cutting in. If you keep gentle pressure on the pedal it will eventually release and the brakes will work but usually half a mile after you need them too! The ABS light isn't telling me there's a problem, but if I do a fault code reading it gives me the code 2-3 which I can't find in the fault code list. I've had all the sensors out, cleaned them and refitted them, I've had the front halfshafts out and checked the ABS rings and the rear discs and ABS rings off, cleaned and checked and I can find no fault anywhere.

If anyone can shed any light on this problem I'll be eternally grateful and the beers are on me!
