94 300tdi blowing fuse no.14

Hello, just wonder if anyone has ever had this problem. While driving yesterday the speedo and rev counters started to fluctuate erratically and finally stopped working. Fuse no 14 on the main panel was blown. replacement also. I removed the instruments and new fuse blows. Can the speed sensor/ sender go short and cause this fault
