One of the other problems the OP had was that the turbo was making noise that it didn't before it had the head swapped after it had sat for a few months - the above wasn't to help with the smoke issue, but I don't think playing with the waste-gate rod length will help with the whistle either, best to just check it first then go from there if it is actually broke.
