3.5 v8 on carbs fueling issue

i have a 1986 90 with a discovery 3.5 high comprission engine with rover sd1 inlet manifold and twin su carbs (also from an SD1), the vehicle runs on both gas and petrol, now when it runs on gas you can smell alot of unburnt gas leaving the exhaust but doesnt have a problem when driving, when i switch to petrol it starts struggling, cant accelerate properly sounds like its over fueling to me and eventually the engine dies which makes me think it is flooding in the end but as i am no mechanic is there anyone out there that knows better and knows what issue im having

is the petrol shutting off when the gas cuts in?

and is the petrol coming back on when the gas shuts off? I would say its doing the opposite of what it should and making it too rich with both on and then with the gas off and the petrol not cutting in its got no fuel
