I have a 1991 genuine 200tdi defender 90 that's was used as a farm hack for about 7 or so years until I bought it last September and started rebuilding it. But the throttle response is not how I feel it should be. You push the pedal to rev it and nothing happens and then it finally wakes up after a few seconds and revs. I had taken out most of the slack from the throttle cable at the injector pump end, checked all fuel lines and all lines on the turbo. Once the engines realised the pedals been pushed it accelerates and pulls well it's just the initial revving. The fuel filter and air filter are new also. The engine hasn't been tweaked at all just as it left the factory. My last suspect is the lift pump but it starts very well and you barely have to turn the key and it starts and idles happily and smoothly.
Any ideas?

Lift pump is always a good place to start, they are rubbish nowadays, whenever mine was on its way out the whole car felt lazy.
