2001 range rover cold starting

need help i have 2001 range rover 4.6 hse with 19000 klms its like new i have had it 3 months it is currently at the dealer in toronto canada it will not start from cold they have replaced the fuel pump twice and also fitted a new ecm it has extended warrenty so cost is not an issue they have had it 3 weeks it looks like it is getting worse as the weather gets colder any advise would be of the utmost assistance:mad:
 
There is a service bulletin circulating at the Range Rover Dealers that you should know about. It suggests that you consider placing 5W-40W oil in your vehicle if you live in a cold climate. This will allow the starter to turn faster and help eliminate flooding problems in cold start situations. Move back to a 10W-40or 20W-50 in warmer climates and in the summer.
