2 Stroke oil in fuel tank

just been on holiday, talking to a guy around the pool, Landrovers cropped up, he has a TD5 fender and says he puts 2 stroke oil in it at a rate of 200-1 and says he gets better mpg and less smoke, he says only use mineral not synthetic oil, has anyone heard and tried this out?
if so what are the results and benefits?
he said BMW had to try this for emissions and the results were really good
2 stroke diesel!!!
