2.25 petrol overheating

So I have a 2,25 petrol series 3 and last week it started overheating. I replaced the thermostat but no change, had rad recored again no change, new temperature sender, new pipes but none of this has solved the overheating, when I take out the thermostat the engine runs to cold below the Normal mark. However I tested the thermostat and tried another new one to try and correct the problem both thermostats opened in a pan before the water boiled, but this didn't solve it either.

I can't think of anything else it could be? Any ideas?
 
So with no thermostat fitted at all, the engine temp runs too cold?

If that's the case, I would still suspect the thermostat. You're changing something and it's having an effect, therefore the thing you're changing has to be prime suspect, no?

Are you sure the thermostats are opening fully?
 
What are the symptoms? Is it blowing out steam? is it losing power? or is it just reading hot? Running without the thermostat should still allow the engine to run at a reasonable temperature. Could the voltage regulator that feeds the temp gauge be nadgered? - if so your fuel gauge will be misreading as well.
 
Thermostats are opening fully, where would I find or test the voltage reg? It just seems to be showing hot, when I open the rad cap there is steam. The bottom hose also seems empty and cold with the thermostat fitted and is warm with trickels of water when stat out
 
It clips into a sprung bracket that's on the back of the speedo - don't confuse it with the flasher unit!
 
So I've been driving the landy all of today with the thermostat out and it hasn't passed the Normal level, tried also bleeding the system at the heater hose and will try the stat in tomorrow and see how it goes
