1997 Defender VIN number sequence anomaly

I'm having trouble with spare parts references for a 110 CSW I'm mending for a friend. For example there are changes for the indicator switch STC439 vs XPB101290 around 1997. Rimmer list the latter as starting from VA104806. The serial number I have is VA999###. So there has been the presumption that the latter suits this vehicle because the VIN serial number is greater than VA104806. However the loom has the black multi bullet connector of the STC439 and not the white multi spade connector of the XPB101290. The loom looks original and has not been modified.

According to the LRW production figures page https://www.lrworkshop.com/guides/defender-production-numbers-by-year it all looks sensible except for 1997 which starts at VA999XXX and ends at VA138XXX. So the numbers clock over but in so doing they don't clock to WA but "reset" the VA counter. However it looks like they skip 000000 as the reset and go straight to 100000. So indeed serial number VA999### is actually earlier than VA104806 so needs the STC439.

Does that sound like a fair conclusion???
