110 county clutch problems

hi

got a 1989 110 county but the clutch bites about half inch from floor and is next to imposable to change gear :doh:. been told by local garage that it is the master cylinder.

just thought i would make sure by asking people in the know

there's an adjuster bolt sticking out the front of the pedal box that alters the bite point
