The fan is controlled (turned on/off) by the engine's ECU which uses the ECT sensor to know what temp the engine is at.

The sensor that the ECU uses to operate the fans is one of the two on the outlet elbow from the head. I think it's the blue one underneath. If you disconnect the wiring loom the fans should come on and stay on at full blast - that's the default mode.
