02 Freelander overheating to 240F

KV6 2.5 petrol. I have replaced the thermostat, verified no leaks and flushed and filled cooling system. The water pump pumps water and the engine only has 17k miles on it. Verified thermostat opened at 180F as designed prior to replacement. Air is purged from coolant lines and the level is not dropping at all in the reservoir. The water does not appear to circulate through the thermostat until at 240F verified by scan tool. Engine wants to run at 220F at highway speeds but hits 240 again when coming to a stop or shutting off engine. I am clueless at this point. Any suggestions? Electrical or mechanical issue? Both the coolant temperature and radiator outlet temperature appear to track properly. I have yet to replace the reservoir cap but it does not boil over and has pressure.

That running temperature is with spec for a warm climate. What does the temperature gauge show? If it displays a mid temperature, then it's fine. Here in the temperate UK it's not uncommon to see 105°C (220°F) in normal driving. The KV6 deliberately runs hot for emissions reasons.
