I have a 2011 freelander 2 with locking and unlocking fault the fault was intermittent at the start so had battery changed but still have same issue is it possible it needs a new alarm/ lock unlock arieal

You'll need to have the codes read, which will normally pick up the item causing the fault.
Does the fault affect both keys?

The keys worked intermittently for a while the stopped working had batteries changed but still don’t work at the minute

Have you had the car put on a multi-system diagnostic?
A generic OBD2 won't help with other modules in the vehicle.

Unfortunately the Freelander 2 is really complicated, having over 25 different control modules, all connected by a network of data buses.
The vehicle needs to go on a full system diagnostic, so any relevant fault codes (there will likely be dozens of unrelated codes) can be used to identify the issue.

It sounds like a module failing somewhere but trial and error is a very expensive way to fix things. Do the lock/unlock buttons on the dash still work?

But then it could be a bad connection. Try tracking down the module and cleaning the connectors with switch cleaner.

Just received two new key fob shells off eBay and two new rechargeable batteries off Amazon.

Soldered new batteries into the old circuit boards and clipped them into the new shells.

Both key fobs working reliably again.

Even though the keyfob batteries recharge when in the car they don't last forever.

It does sound like its to do with the reciver module. Check the wiring and connectors but it would not supprise me if a replacement would need to be paired with everything else.
