Correct. A frames & dollies are for emergency recovery.
In the link you'll note that regardless of weight if fitted with brakes they must work.

Just to add something else...here In Portugal it is illegal to tow anything at all even with a rope and somebody in the towed vehicle...but our insurance comes with recovery even when only 3rd party cover...

Yes but that means operated when being towed without a person in the towed vehicle...
