High idle 1100rpm - rough low idle 750rpm

Hi to everyone and hopefully thanks in advance.

I use my trusty disco 300tdi day in and day out - brilliant for everything, then my partner talked me into getting a 1998 P38 diesel as well as she likes comfort. Great vehicle but I have a problem and have trawled the forums for an answer but no luck as yet. On starting, cold or hot, the p38 idles at 1100rpm (smoothly) occasionally when stopping at lights or junctions the idle drops to 700rpm but is very lumpy, any ideas? I just hope the idle hasn't been raised to cover a failing pump, as that's about the only semi-related problem I've come across

Idle speed shortly after starting from cold should be 750 RPM +- 50. Starting from hot should be 750. Do you have a hot start fix fitted?

Put it on diagnostics and check the needle lift sensor.
