True but it also maintains positive fuel pressure to the FIP when the engine is running. When it fails, performance is affected especially when the tank is lowIt'll run, the in-tank pump just gets the fuel flow started at starting. It could be a fuse or the pump partially blocked with in-tank crap.
It could just be pure chance and you've actually got failing leak-off pipes.
