If the lane is noted as a Byway and there are no TROs or other council restrictions on it, then the farmer is not allowed to lock the gate - it is a ROW, even if it goes through what might be deemed his land.....it is the council who would maintain the lane unless some arrangement was in place...

Paul, i don't think thas would be the case - The red waymarkers i noticed recently, were on a byway/boat that previously had yellow markers last time i drove it some 18 months ago. The newer red markers were pretty much identical to the (more common) yellow ones....no other signs or notices were...

Be VERY careful with those 'green dots' (1:25k OS) - these are invariably not open to motor vehicles or motor bikes....Even though they are stated as 'other ROWs' on OS map, it does follow it with a caviat. The 'Diamond' shape you refer to are National Trails - these follow all sorts of routes...
