I had a similar problem on my defender, I put 12 volt from the battery to the terminal with no power turned the key and it started, traced the wire back and it had worn through from rubbing.

Have you tried removing the fan?

Off the top of my head it should be around 165 psi. Stripping down would be your best bet and check the cam followers while your there.

They changed to 300tdi in 94-95 as far as I can remember so yours will be a late 200tdi I would think.

Are you sure it's not the filter itself then, there is two different ones.

This is my 17th landy and I always end up selling them then going straight out and buying another. I am a 4x4 instructor and we have used all kinds but always go back to landy. Can't beat em when there working. I have not long sold my evo because it started going wrong and was a pain to work on...
