Have you tried hitting the starter with a bangy thing. It may get you going.

Can you get a new 20" carrier from a breakers, or get a 19" for the spare.

Call the seller and see if he had really fitted the spare there. Sounds like it never did and he pulled the wool. Hopefully not though and it's a simple fix.
